CSS Photo Gallery

Hey everyone!
I'm designing a site for a photographer. She wants a very similar layout to this site: http://www.grayscott.com/
However, I'm going to make it all in html/css and no flash unless absolutely necessary.
For the sake of discussion, click on one of the Photography section links. You'll see that the thumbnails display at the bottom of the page, below the picture content. This is how she wants it (but without animation and in html). She also wants to have a left and right arrow so the user can browse through the gallery.
My question: what would be the smartest way to structure this? Should I divide the areas with CSS? Should I use an iframe for the picture content? How can I do this so when I add a thumbnail/picture later on, all of the pages are affected?
